Conceptual Design and ESIA for Orom-Cross Graphite Project Waste Management Infrastructure

NEMA approved the ESIA for the Orom-Cross Graphite project on 3rd March 2025 and issued CERT/1657/2025/3. Condition No. 3.0(iv) of the approval is to undertake the ESIA for waste management infrastructure.

Facilities

  1. Waste Management Facility/ Shed
  2. Class 2(ii) Landfill.
  3. Worm-based Sewage Treatment Units
  4. Incinerators (Medical + Turbo-burner high temperature incinerators)
  5. Phytoremediation system for oily waste.

ESIA Scope

  • Scoping visit and submission of report + ESIA Terms of Reference to NEMA
  • Environmental baseline surveys (building on/ updating what was done in 2023/24)
  • Cultural heritage survey (cultural sites, etc.)
  • Additional stakeholder engagements (villages, Sub County, District, MDAs in Kampala)
  • Analysis of alternatives (sites, technologies, etc.)
  • Compile ESIA report and submission to NEMA (could be multiple reports – to be confirmed after NEMA approval of Scoping Report)

Conceptual Design

At the conceptual level, the following will be the deliverables:

  • Site masterplan (2D) showing all facilities within the 2-ha site
  • 2D layouts and cross-sections of landfill cells, incinerator, shed, and outdoor facilities
  • Conceptual process flow schematic for waste handling streams
  • High-level cost estimate (ROM) for budgeting purposes
  • Concise design report outlining assumptions, facility descriptions, compliance with
  • NEMA, and conceptual costing
  • 3D conceptual renderings of the site and key facilities, for client and stakeholder presentations.

Outputs

The outputs will be a conceptual design package comprising:

  • 2D CAD drawings (layouts + sections)
  • Conceptual report (Word/PDF)
  • Rough order of magnitude cost estimate (Excel)
  • 3D renders (images)
