Oil Energy Company Ltd (OECL) operates fuel storage and dispensing facilities in Abyei, Difra, Anthony and Kadugli in South Sudan. The company has a contract to supply fuel to the United Nations Interim Force for Abyei (UNISFA). The company was requested by the client (UNISFA) to undertake an Environmental Baseline for its fuel storage and supply facilities. The OECL facilities are hosted within the wider UNISFA offices.
The purpose of the Environmental Baseline Assessment was to establish the current baseline conditions at the fuel storage and dispensing facilities owned by OECL. The objectives were to establish the baseline environmental conditions at the sites and to recommend actions for future monitoring. The scope of work was limited to environmental baseline for four (4) sites located within the UNISFA premises. The assessment included conducting site surveys, identification of sampling points, sampling and shipment of samples to selected laboratories in Kampala-Uganda, identifying test parameters, benchmarking and interpretation of the results and providing recommendations and an Action Plan for future monitoring. A general HSE inspection of the sites was done to assess any HSE risks. This included aspects such as waste management, emergency preparedness, safety/ environmental labels, and record keeping. The exercise was undertaken from 25th-28th Sept 2025.
